The lanes you see are for the drive-thru banking windows. The parking beyond is for the shopping center. There's plenty of parking for bank customers right by the door.
So although there is no reason to be crossing the drive-thru lanes the bank has decided to have a fence.
Cause folks just ain't too bright.

When I was reading the sign and looking at the sign, before seeing your commentary, I thought, "Obviously not enough people watched for oncoming vehicles." Now, they can set up a chair at the end of the sidewalk and watch them to their heart's content. :)

Funny! The other day I was coming out of a one-way Chick-fil-A drive-thru and here comes some lady in a big honkin' SUV meeting me head on. She had to back all the way out and the lane had some curves in it, so it took her a while. Got to the end and noticed the big red sign that said DO NOT ENTER! What is wrong with people these days?
Our drive through is similar. It passes out into the traffic in the parking lot for a shopping center. Despite flashing lights and danger signs, people pull out without looking and have accidents. Really, people?!

Weathering will increase the naive charm of the sign.

You are so right...just last night we drove out of a parking lot where a huge sign said "Authorized personnel only" where a driveway led off into a no-man's land. Down a hill. I wonder how many people drove down that hill before they realized they were going nowhere? :-)

and they have lawyers who demand they do this sort of thing ...
Did you know that the post offices in Florida have put out a flyer for customers reminding them not to drive into the post office lobby? (I"m serious -- it says things like 'check to be sure your foot is on the brake and not the gas pedal'....they've had 7 or 8 buildings smashed up...and of course it pains me to say this, but like most of Florida's drivers all of the people who had those wrecks were 'seniors" . (sob).
we have a bar for trains, but people still walked.
